Minutes
Mayor Richard A. Blakley brought the First Regular Meeting of the Dinosaur Town Council to order at
6:00 p.m. Those present were Mayor Richard A. Blakley, Darcie Rocque, Devonna Wilczek, David
Heinrich, Charles Winkler, Robert Essex, LeRoy Trujillo, Marshal/Administrator Laurance Elarton,
Marshal Kyle Baker and Town Clerk Tamara Long.
Trustee Heinrich made a motion, seconded by Trustee Winkler to accept the accounts payable of
$64,509.16 as presented. Ayes: 7. Nays: 0. Motion carried.
Trustee Heinrich made a motion, seconded by Trustee Wilczek to accept the minutes from April 13,
2021 as presented. Ayes: 7. Nays: 0. Motion carried.
Town Administrator Laurance Elarton introduced Mr. Matthew Bradley. He is an Attorney for the
State of Colorado, he is interested in the Judge position for the Town. Mr. Elarton said that
Attorneys have preference for the Judge position because they know the law. He said that he is
from a six-generation ranch family in New Mexico. He is from a small town, so he understands our
type of living here. Mr. Elarton said that he went to Colorado Christion University in Denver. He
has Bachelors of Science in Accounting, Business Administration. He done his Law School at the
University of Notre Dame and graduated from there in 2020.
Mr. Matthew Bradley said that he would like to become beside the community. He said that he lives
in Denver, and has always had an interest in law. He said that after college he was able to begin
his legal career work with Tom Scheffel in Denver, one of the most well-respected attorneys in the
City. Trustee Heinrich asked what is his practice. Mr. Bradley said that Family Law, Probate
State Planning. He said that when he worked for the Colorado Supreme Court, he did a lot of
Criminal and Civil. He said his focus point is in Domestic Relation and Probate.
He said that at Notre Dame he served at Executive Managing Editor of Journal of Law, Ethics and
Public Policy. He worked for Judge David Furman, He said that the time that he was with him he
taught more the law school did in a year. He said that one of the most important things that he
taught him was how to think like a Judge and analyze the law. And how a Judge should conduct
themselves. He said that a Judge has a special place in society.
Mr. Elarton said that Judges rule here is very important. He said that they are here to protect
people’s individual rights. He said that someone qualified is very important. Trustee Essex asked
Mr. Bradley if he is comfortable with the terms of employment that have been offered to him. Mr.
Bradley said that he will probably lose money on this, but thinks it is important to be of public
service.
Trustee Heinrich made a motion, seconded by Trustee Wilczek to hire Mr. Matthew Bradley for the
Municipal Judge. Ayes: 7. Nays: 0. Motion carried.
Mayor Blakley said we have Dino Dispensary license renewal. Trustee Essex asked if there has been
any trouble with them. Marshal Elarton said there has not been anything on their end. Trustee
Essex made
a motion, seconded by Trustee Heinrich to accept the renewal for Dino Dispensary. Ayes: 6. Nays:
0. Abstain: 1 (Blakley) Motion carried.
Mayor Blakey said we have a renewal for Dino Treats. Trustee Essex asked if there has been in
trouble. Marshal Elarton said no. Trustee Essex made a motion, seconded by Trustee Winkler to
accept the renewal for Dino Treats. Ayes: 7. Nays: 0. Motion carried.
Mayor Blakley said that Julie Elarton said that she would be interested in seating on the LMD
Board. Trustee Heinrich made a motion, seconded by Trustee Rocque to accept Mrs. Julie Elarton to
sit on the LMD Board. Ayes: 7. Nays: 0. Motion carried.
Mayor Blakley said that there have been complaints about the backflow testing that the businesses
are paying for every year. He said that there have been different individuals that are not wanting
to pay and they think it is the towns responsibility to pay for the testing. Trustee Wilczek asked
if this is required by the State. Mayor Blakley said that it is a state requirement. Trustee
Wilczek asked since it is a state requirement can they shut the water off. Mayor Blakley said that
if it is not paid then it cannot be put in the records and we would have to shut off and locked.
Trustee Winkler asked if we have made it clear that it is a state requirement. Trustee Essex asked
why does a business owner have to pay for something that has to do with the Town system. Mr.
Elarton said that the State is requiring it but if the business owners do not pay then we can turn
their water off and if we don’t the State could probably turn off our system. He mentioned that we
could charge the commercial accounts $10 more a month to pay for the testing, and then the Town
pays it. Mr. Elarton said that it is something that can be brought up and get the publics opinion.
Mayor Blakey said that he has to keep all of the records on file. He said that some of the
businesses do not need the backflow preventers. Some do not have high risk equipment that can
backflow into the system. Trustee Rocque suggested putting a backflow surcharge on the businesses
that need them. Mayor Blakley said that he would move ahead with it and see what we can get done.
Mayor Blakley said that surveyors will be here in the morning to survey 3rd Street. He said that
once we get it marked, we can see how much asphalt we will need. Mayor Blakley said that he had a
call into the County to see about using a maintainer, He said that Mr. Mike Archuleta said that he
would run the maintainer to fix the street on Boodle Blvd.
Trustee Essex mentioned that it is free fishing day the first Saturday in June. He said that he
would like to get some fishing equipment donated if anyone has any so that he could get the kids
over to the fishing. He asked if it would be okay for people to drop off their equipment here. He
said that he would get some fliers out. He asked if he could probably use the van to haul people
to the lake.
Mayor Blakley asked if they wanted to set up a Saturday for cleanup. Trustee Essex said that there
is a lot of garbage out in BLM. He asked if he could bring it to the Town dumpster. The Council
said that they did not have a problem with it. Trustee Winkler said that they would not take some
of the big stuff like furniture.
Mayor Blakley said that we can get playground chips for $4800 and they will deliver. He asked if
it
would be okay if he orders the chips.
Trustee Essex made a motion to adjourn the meeting at 6:58 p.m. all were in favor.
