REGULAR MEETING

FEBRUARY 28, 2023

MINUTES

The Second Regular Meeting of the Dinosaur Town Council was brought to order by Mayor Richard A. Blakley at 6:00 p.m. Those present were Mayor Richard A. Blakley, Trustees Jeremiah Gray, Marshelle Gray, Robert Essex, LeRoy Trujillo and Darcie Rocque by Zoom.

Mayor R. Blakley opened the public hearing for the Land use regulations.  This is the second hearing.  The new regulation brings the old zoning and regulations up to date with the new requirements.  2008 was the last time the regulations were updated.  This ordinance was published in the paper twice before this meeting.  Richard Blakley closed the public hearing and adopted the Dinosaur Land Use regulations, Title 14.  Copies of the code are available at Dinosaur town hall and any questions can be directed to the Dinosaur Town administrator during regular business hours. 

     Trustee R. Essex made a motion to adopt the amendment, seconded by Trustee M. Gray. Ayes: 6. Nays: 0. Motion carried.

     Mayor Richard Blakley said the council needs to designate a representative to the county Health Pool.  City Manager L. Elarton said it would be either him or Clerk Tamara Long. 

     Mayor R. Blakley went into more of the water line freezing problems that have come up.  A farther discussion went on about how to improve the water lines in the future.  Trustee R. Essex volunteered to dig out some of the fire hydrants if he is allowed to use the city equipment.  Mayor R. Blakley and L. Elarton agreed to let him use the equipment if he is donating his time. 

     L. Elarton said they are redoing the feasibility study to try and get the grant for Natural Gas.  The request needs to be submitted by March 9th.  The opioid settlement came in.  The Town of Dinosaur turned down involvement because of the small percentage that would be allotted to Dinosaur, but it is still open if anyone wants to look back into that.

     L. Elarton talked about getting bids for the work on the city building.  Trustee M. Gray and Trustee R. Essex both recommended that L. Elarton reach out to Tyger Painting.   

     Trustee R. Essex is wondering if they have found a building inspector.  L. Elarton said that the Mayor is doing it for now until they can find someone.  Craig will come do the inspections for Modular homes because you need a special license for that.   

     Mayor R. Blakley is requesting a grant for 50 Blue tipped Junipers.  He is requesting that specific tree because of how drought tolerant they are.  The grant is a 50/50 match.  He would like trees at the city building, in the park and at the cemetery.  The total for the trees would be $10,000, so the town of Dinosaur would need to come up with $5,000 and the grant would cover $5,000.  Trustee M. Gray suggested that we get volunteers to help plant the trees. 

      L. Elarton got a bid on the water towers to get the interior coated.  $200,360 is the bid.  The city is expecting two more bids.   Mayor R.  Blakley would like to get the tanks coated this spring while the water flow is high so we can keep up on usage with just one tank.

     Trustee M. Gray wanted to bring up the issue that Loaf and Jug is collecting the $.10 bag fee even though the town of Dinosaur turned down the regulation to charge for bags.   Several members of the town of Dinosaur have brought up the concern about the fee being charged. 

     Trustee R Essex made a motion to adjourn, Trustee J. Gray seconded the motion.
