REGULAR MEETING
JULY 12, 2022
MINUTES
Mayor Blakley brought the First Regular Meeting to order at 6:00 p.m. Those present were Mayor Richard A. Blakley, Trustees Darcie Rocque, Jeremiah Gray, Marshelle Gray, Mike Taylor, Robert Essex, and LeRoy Trujillo.
Trustee Essex made a motion, seconded by Trustee Taylor to accept the accounts payable as presented. Ayes: 7. Nays: 0. Motion carried.
Trustee Essex made a motion, seconded by Trustee M. Gray to accept the minutes with the correction to the amount of money in Colotrust. Ayes: 7. Nays: 0. Motion carried.
Mr. Steve LaBonde said that Val Kotter and Sons were here working on the sewer lines on Monday the 27th. He said that they must first clean the lines and then add the fold and form pipe in with a steam curer. He said that they then come in and cut out the services to the sewer lines.
Mr. Laurance Elarton said that there were some extreme root intrusions into the system, so they just lined them and will deal with some of the cut outs later.
Mr. LaBonde said that they have given the town a thumb drive and video. He said that the project went well. He said that they have pay estimate #1 for Val Kotter & Sons for $88,028.43.
Trustee Rocque made a motion, seconded by Trustee Essex to accept pay estimates #1, for $88,028.43.
Ayes: 7. Nays: 0. Motion carried.
Mr. LaBonde went over the Davis-Bacon and American Iron and Steel certifications that would need to be signed.
Mr. LaBonde said that they are waiting for the lagoons to evaporate so that Anson Contracting can get the valve in. So, we can close out the project.
Ms. Marlo Coates was here from Colo CPA Services, she said that she has the financial statements for 2021. She went through the Audit with the Council.
Mayor Blakley asked if the Town had anything they wanted to put on the Coordinated Election this Fall with the County. The Council said that they did not want to participate in the Coordinated Election.
Mayor Blakley mentioned that the sewer line project went well and fast. He said that he has samples in back if anyone wants to see it, and everything is on a thumb drive.
Mr. Laurance Elarton wanted to see if the board would approve a short business license for venders. He said that a business license is $25 but would like to see about getting a license for one or two days. The council talked about a $5 per day vender license. Trustee Essex said that they would look at it at the next meeting.
Mr. Jay Kaufman was here to talk about concerns about some of the dogs in town. He said that he has watered dogs in town that does not have any water. And he would like to see an ordinance that will take care of the dogs. Ms. Devonna Wilczek said that the town does have ordinances on animals.
There were complaints about dogs barking.
It was asked if there has been anything done on Mr. Zimmer’s house. Mayor Blakley said that he has inspected it and there has been a lot done on the inside.
Trustee Essex asked about Mr. Bird’s house. Mayor Blakley said that he has been working on the inside of his house to.
Mr. Elarton mentioned that the vicious dog issue will be going to court. He said that he is getting someone here for vaccinations.
Ms. Wilczek asked if the town was going to spray for mosquitos again. Mayor Blakley said that he would call them back.
Ms. Julie Elarton said that they are doing the Stone Age Stampede on the 9th and 10th of September. She mentioned that they have great music and rodeo line ups. She said that they have had some sponsors and vendors sign ups. She asked if the council would help with some funds.
Ms. Nicole Becker said that they will be going around looking for sponsors. Trustee Essex asked if they had a place for the rodeo. Ms. Becker said that the people that do the rodeo has and will bring everything for the rodeo. And they will be here to look at some places to do it.
Ms. Elarton said that she has a special event license for a beer tent. Trustee Essex made a motion, seconded by Trustee Taylor to accept the special event license for the 9th and 10th of September. Ayes: 6. Nays: 0. Abstain: M. Gray. Motion carried.
Trustee Essex made a motion to adjourn the meeting at 7:28 p.m. all were in favor.
