REGULAR MEETING

JULY 25, 2023

Mayor Blakley brought the second Regular Meeting of the Dinosaur Town Council to order at 6:00 p.m. Those presents were Mayor Richard A. Blakley, Trustees Darcie Rocque, Jeremiah Gray, Marshelle Gray, Michael Taylor, Robert Essex, and LeRoy Trujillo.

Mr. and Ms. Larry and Collett Norrad were here to talk to the council. Mr. Norrad said that they are purchasing the property on the 3rd and Camptosaurus.  He said that they want to put in a house, but it will take some time. They asked if they could live on the property in campers while they work on their house. Trustee Essex asked if they bought the property outright or on rent to own. He said that they are making payments on it. Trustee Essex said that the property owner can kick them out if they do not like what is going on there if there is no contract. He said that the other people that have come to us already had structures on the property that they want to fix up and patch up what they have. Mr. Norrad said that they have a mobile home, they will have to put in the foundation.  The council said that it cannot be over 15 years old. He said that it is in the year range, and it is a sixteen by seventy-six-foot foundation.  He said that the water is on, but they need to put in a sewer line to meet requirements.

Ms. Devonna Wilczek asked what they were going to do about all the other campers in town. She said that if they keep letting this go on the town is going to be full of campers. She said that if they don’t own the lot, it is a major issue.

Mr. Don Kurtis said that regarding the feasibility of the legal side there should be money set aside, a schedule of water, sewer, and electricity to go in, and a letter of commitment.

Mr. Jan Roth said that there are concerns also with the community. He said in reference to other properties where RVs are being lived in. He said that they should be by special review and should be with the codes, and then do six-month reviews. If the codes and regulations are not met the town could put a legal hold on the property. Trustee Essex suggested staying in a camp park while they get everything in line. Mr. Norrad said that staying in the park would cost money that they could use on fixing their house. Trustee Essex said that it is legal and sanitation to live at the park and it is not on their lot. Trustee Essex said that they need to get their stuff together and come back. Trustee Trujillo said that they have given other people chances. Mr. Elarton said that the board is the zoning and planning commission. Ms. Wilczek said how many campers are on lots. Trustee Essex said that there are some that have come in and all the others are illegal. Ms. Wilczek said they are only allowed to stay for fourteen days then they must move. After discussion the council tabled the matter for fourteen days.

Mr. Elarton said that Mr. Aaron Hayes is wanting to put in an ADU (Additional Dwelling Unit).  There were others that were wanting to put three homes on one lot with the same water and sewer meters. He said that they do not want to do this, he said that the town would be responsible if they sold the lots. He said that he is on the corner of 2nd and Camptosaurus and is wanting to put in a tiny house.  It is 8x5x40 and he will only have a three-foot set back. He said that they want to use the same line. Trustee Taylor asked if the houses were going to be joined. Mr. Elarton said that no. Trustee Taylor said that they should have papers stating they cannot sell it.  Mr. Elarton said that they cannot subdivide it without permission from the council. He said that he will need to let him know what he will have to do.  Trustee Essex said that the lots are big enough and that the off sets should be fine. He said that if he fenced it they would have the offsets that they needs. He said that the alley had been vacated. Mayor Blakley said that the alleys that were vacated were north and south not east and west. He said that there is an 8’ main running down that alley. Mayor Blakley said that the line went down to 2nd street then went up Diplodocus and west from there.

Ms. Wilczek said if they change it someone else is going to want to come in a do it too. Trustee Essex said that it would be a case-by-cases bases.  Mr. Elarton said that if the council wants to do ADU they will have to decide what they want.  And make sure everything is covered. He said that they can or cannot do the ADUs.  Mayor Blakley said that right now the measurement for a house is 720 square feet.  He said that they also need to think about the Fire Department and access. The council said that they need to do some research on this.

Ms. Wilczek asked how the tank job is going. Mayor Blakley said that they will be disinfecting at the end of the week and then they will have to test it.

Trustee Essex said that he had a citizen asked if they could save gray water. He said that our system depends on all the water going down the drain, he said that it forces all the solids down. Mr. Long said that is a state code as well.

Trustee Rocque made a motion to adjourn the meeting at 7:10 p.m. all were in favor.
