REGULAR MEETING
JULY 27, 2021
MINUTES
Mayor Blakley brought the second Regular Meeting of the Town Council to order at 6:08 p.m. Those present were Mayor Richard A. Blakley, Trustees Devonna Wilczek, David Heinrich, Robert Essex, Town Marshal/Administrator Laurance Elarton, Town Clerk Tamara Long. Absent were Trustees Darcie Rocque, Charles Winker, LeRoy Trujillo.
Mayor Blakley opened the Public Hearing for the Model Traffic Code at 6:10 p.m. Mr. Elarton said that we are adopting the newest model traffic code. He said we will be consistent with all the communities and the state. He said that it will keep all citations and fines in house. Mr. Elarton said that we are now on the 2010 codes. Trustee Essex asked what are the big changes. Mr. Elarton said that there are not a lot of changes. There may be some for overweight and construction zones. He said that there are things that the town allows that the state don’t. He said that they are getting consistent with the fines, and speed violations, stop signs and yield signs. Trustee Heinrich asked if there is an age limit for ATV on the street. He said that there was a young boy with his sister on back of a 4-wheeler at the post office. Mr. Elarton said that they have to be 12 or 14 years old and accompanied by an adult, and wearing a helmet. He mentioned that the changes that have been made by the town council is in ordinances so the officers keep those ordinances with them because some of those are different then what is in the state codes.
Trustee Essex made a motion, seconded by Trustee Heinrich to close the Public Meeting at 6:15 p.m. There were no public comments. Ayes: 4. Nays: 0. Motion carried.
Trustee Heinrich made a motion, seconded by Trustee Wilczek to accept the 2020 Model Traffic Code. Ayes: 4. Nays: 0. Motion carried.
Mayor Blakley said that we have a modification from North West Cannabis for their walk-up window. They are wanting to keep the window that had to be put in do to Covid. Trustee Essex made a motion, seconded by Trustee Heinrich to approve the modification. Ayes: 4. Nays: 0. Motion carried.
Mayor Blakley said that they picked up the jet truck last Thursday, he said that it runs really well. He said that they had fixed a rear seal on it. He said that the Town of Craig did have all of the manuals for it. He said that once we get everything for it, they will come down and demonstrate it.
Mayor Blakley said that the natural gas is moving right along. He said that he and Larry will be doing a zoom meeting with EDA and USDA. He said that Mr. Steve Shute will be involved. He has offered to do the BLM Permits. He said that EDA will help with grant money for the hook up. He said that hopefully we can break ground in spring. Mayor Blakley said that Trustee Essex had question about interstate tax. He talked to Meeker BLM and they said that they will work with Uintah County.
Trustee Essex said that he would like to keep it in State so that we don’t have to deal with two different States.
Mr. Elarton said that the Attorney sent qualifications on the compliance into code. He will need to change some of the language and verbiage. He said that he also sent a copy to our town Judge and he has some recommendations that he would like to see on it. Trustee Wilczek asked about the tablets, she said that it they had those they could have it all put on them. Mr. Elarton said that he has five tablets. He said that he canceled the other order. He said that would be the best way to do it.
Trustee Heinrich made a motion to adjourn the meeting at 6:30 all were in favor.
