MINUTES
Mayor Blakley brought the First Regular Meeting of the Dinosaur Town Council to order at 6:00 p.m. Those presents were Mayor Richard A. Blakley, Trustees Darcie Rocque, Jeremiah Gray, Marshelle Gray, Michael Taylor, Robert Essex, and LeRoy Trujillo.
Mayor Blakey made an adoption to the agenda he said that he would like to add the Highway Bar and Grill license renewal.
Trustee Essex made a motion, seconded by Trustee M. Gray, to approve the accounts payable as presented. Ayes: 7. Nays: 0. Motion carried.
Trustee Essex made a motion, seconded by Trustee Taylor, to approve the minutes as presented. Ayes: 7. Nays: 0. Motion carried.
Trustee M. Gray made a motion, seconded by Trustee Rocque, to approve the liquor license renewal for Highway Bar and Grill. Ayes: 7. Nays: 0. Motion carried.
Trustee Essex made a motion, seconded by Trustee J. Gray, to approve the renewal of Dino Treats. Ayes: 7. Nays: 0. Motion carried.
Mr. Dave Heinrich apologized for the last meeting. He said that he has been in the community for eleven years. He said that he moved back to take care of his wife’s parents. He said that in the first nine years he has set on the Fire Board and town council. He said that he was on the LMD Board for 5 years and has volunteered at the Welcome Center. He said that he cares about the community. He handed out a packet for the respect portion of the US flag code. Trustee Essex that it is freedom of speech on what flags people fly in their yards. Mayor Blakley said that this was discussed with the Town Lawyer today. He said that it is a 1st Amendment Rights to fly the Flag, and they do not have the right to stop it.
Mayor Blakley said that they should be wrapped up with the sand blasting of the big water tank, by the end of the week if there are no more problems. Then they will clean and coat it, and it will take seven days to cure. Then they will do the super chlorination. Mayor Blakey said that everyone has done good on conserving. Ms. Devonna Wilczek asked if the town could start watering the cemetery. Mayor Blakley said that they were going to start watering the cemetery tonight. He said that he could put Well 3 on if we need it.
Trustee M. Gray asked if the parks are marked with no pets allowed. She said that she has noticed people passing through have been letting their dogs run in the park. It was mentioned that there are signs.
Trustee M. Gray asked if there is going to be anything done about the mosquitoes. Mayor Blakley said that they will be here Thursday depending on weather. Trustee Essex said that there is a guy in Rangely that can spray mosquitos also if they need.
Mayor Blakely said that they are moving ahead with the OCCT plan for the injection at the Well Heads. He said that the Engineer is working on this now.
Mayor Blakley said that State Representative Meghan Lukens and Senator Dylan Roberts will be here June 28th from 2-3. He said that they will be here if anyone has questions about the issues that matter to you.
Mr. Laurance Elarton went over bills that passed through the State. He said that they did not pass 213 which is the ADU that will come back. He said that there were a bunch of Criminal Justice changes. He did say that one that may affect the Council later is the Natural Medicine Health Act. Some of the ADA stuff got postponed. He said that they are doing ADA stuff at the park bathroom and are working on the front doors here. He mentioned that they will be doing the new lights on Wednesday or Thursday.
Mayor Blakey said that the wolf bill got shut down. The Governor vetoes the bill.
Ms. Devonna Wilczek asked about the goats at the park. Mr. Elarton said that if they have over 30,000 square feet of land, they can have animals. Ms. Wilczek asked if the ordinance changed, she said that the ordinance she had said that one animal for ¼ acre of land. Mr. Elarton said that it changed. He said that the code does not talk about quantity, it talks about having animals if over 30,000 sq. feet. Mayor Blakley mentioned that there are three sheep down by the cemetery. He said that he does not know how much property they have by the park. Mr. Elarton said that it does no good to look at the old ordinances, they are no good. The town has the new codes. He said that the code reads that there should not be any livestock in town with property less than 30,000 sq feet within the town limits.
Trustee Essex made a motion to adjourn the meeting at 6:47 p.m. all were in favor.
